# How to Make National Paid Media Work at the Local Level

National paid media gives brands the ability to reach audiences across markets with a consistent strategy. But the audiences, business priorities, and media opportunities within those markets can vary significantly.

A retailer may have a larger store footprint in one region than another. A restaurant brand may be well established in some cities and still building awareness in others. Audience concentration, consumer behavior, competition, and business priorities can all vary by market.

Local context gives marketers another layer of information to work with. It can help determine which markets and audiences to prioritize, how to build the media mix, where creative should adapt, and how performance should inform future investment.

Here are four areas to consider when bringing a national paid media strategy to the local level.

## 1.  **Prioritize Markets and Audiences**

Start by looking at the business opportunity. Where does the brand have a strong physical footprint? Where is demand concentrated? Which markets are established, and which represent opportunities for growth? Where are the audiences the campaign needs to reach?

The answers can influence both geographic prioritization and audience strategy.

💭 IMAGINE THIS: A national retailer with a dense store footprint in the Northeast but a smaller presence in several newer markets.

In established markets, the priority might be reaching consumers within key store trade areas and encouraging visits. In a newer market, the immediate objective may be building awareness among a broader set of potential customers.

Both efforts can support the same national campaign, but the local business opportunity informs who the media needs to reach and what it needs to accomplish.

The first question, then, is not simply, “How do we make this campaign local?”

It is, “Where is the opportunity, and who do we need to reach there?”

2. **Build the Right Media Mix**

Once the opportunity is clear, the next consideration is how to reach those audiences. The media mix itself can reflect the objective and characteristics of a market.

For example, [Connected TV](https://cybba.com/ott-advertising/) and online video can help a brand build reach and awareness among audiences within priority markets. [Display](https://cybba.com/display-retargeting/) and other programmatic channels can extend the campaign across the customer journey. [Digital-Out-of-Home](https://cybba.com/dooh-advertising/) can bring the campaign into physical environments such as shopping districts, commuter routes, entertainment areas, or locations near stores.

The role of each channel should come back to what the brand is trying to accomplish.

💭 IMAGINE THIS: A restaurant brand entering a new city.

CTV might help introduce the brand to relevant households across the market, while DOOH could reinforce that message around restaurant locations and high-traffic areas. In a more established market, the mix may put greater emphasis on reaching existing audiences and driving visits.

The point is not to build a completely different media plan for every city. It is to avoid assuming that a national media mix should be applied identically everywhere without considering the local objective.

**3. Adapt Creative to the Channel and Context **

Once you know who you are trying to reach and how you plan to reach them, creative can respond to the context in which the message appears.

Not every ad needs to be localized. In many cases, the national creative and message may be exactly what the campaign needs.

But there are moments when local information can make that message more useful or actionable.

💭 IMAGINE THIS: A brand launches a seasonal campaign

A national CTV campaign, for example, might focus primarily on the larger brand story. A DOOH placement near a retail location can take the same campaign idea and add proximity information such as “Visit us two blocks away.” Display creative might feature local availability, a relevant offer, or a stronger action-oriented message.

Local context could include:

Ask whether knowing something about the audience's location or the environment in which they encounter the ad gives you an opportunity to make the message more useful.

4\. **Turn Local Performance Into Smarter Investment**

Localizing paid media also creates an opportunity to understand performance at a more actionable level.

Traditional campaign metrics can tell marketers how audiences responded to advertising online. For brands with physical locations, however, the desired action may happen offline.

[Drive-to-Store](https://cybba.com/drive-to-store/) measurement can help connect media exposure with store visitation, giving marketers another way to understand how campaigns are influencing behavior across markets, audiences, channels, and creative.

That can reveal meaningful differences.

💭 **IMAGINE THIS:** Your campaign is running across multiple markets, and you can see how media exposure translates into visits to your store locations.

A campaign might generate similar levels of engagement in two markets while producing different visitation patterns. One channel might be particularly effective at reaching consumers around certain types of locations. Proximity-based creative may drive action in one environment while adding little in another.

Those insights can inform what happens next.

Instead of treating localization as a one-time campaign setup, marketers can use local performance to refine targeting, creative, channel mix, and investment over time.

**Bringing National Strategy to the Local Level**

National scale and local relevance can work together. By evaluating market opportunity, audience, media mix, creative context, and performance at the local level, marketers can make more informed decisions about how national campaigns come to life across markets.

The result is a national paid media strategy that can respond to different opportunities while staying aligned with the campaign’s core objectives.
